About the fund

This funding programme is a partnership between Lancashire County Council, Wyre Council, Fylde Council and Community Foundation for Lancashire. The fund’s aim is to engage with community groups and the voluntary sector to support people where they are at risk of requiring future care needs.

The objective is to complement existing Adult Social Care Services, to offer prevention and support interventions which address the needs of those who, if they do not receive support, may contact or be referred to Adult Social Services.

This is a test and learn programme to identify which interventions have the greatest impact and to identify gaps in current services.

Fund Priorities

Applications should demonstrate how the project will offer prevention and early intervention to enable adults with care needs to be independent for longer, and help address one of the following reasons for why people are contacting Adult Social Care Services:

Social isolation and a need for low level mental health support

Decluttering and de-hoarding

Support for carers

Benefits and welfare advice 

… for people who are more likely to contact Adult Social Care for their needs e.g. older people, people with disabilities or people with additional needs

Falls prevention

… providing assessments and advice on how older people can remove or reduce fall risks in their home, or by providing training to other community members on how they can advise on falls reduction when providing home help support. Also support to provide evidence-based exercise classes for people at risk of falling.

General support to keep people physically and mentally well

Special Criteria

  1. All successful grantees will have people signposted to them from Adult Social Care Services and other services such as from NHS Social Prescribers. The programme also aims to foster partnership working between the successful grantees.
  2. The maximum project length is 12 months. There is a preference for project delivery to be closer to 12 months in length, rather than short term projects, to enable greater support of Adult Social Services in the coming year.
  3. The project budget can include up to 15% of core costs and back-office operational costs if needed to support and deliver the project e.g. admin / monitoring / evaluation / utilities.

Applications are encouraged which target the priority one wards for highest number of calls to Adult Social Services in either Fylde or in Wyre.

  • Cleveleys Park
  • Marsh Mill

Who Can Apply

  • Registered Charities
  • Community Interest Companies which are Companies Limited by Guarantee
  • Registered Societies
  • Constitution-based voluntary groups.
  • Applicants must be based in the Fylde or Wyre Council areas.

Applications demonstrating partnership working to achieve the objective of the fund are welcomed.

The fund will also consider test and learn delivery.

Amount available

Grants of up to £8,000 are available.

Your group must apply for a minimum of £1,000 and can apply for up to £8,000.

Additional Information

Community Foundation for Lancashire supports the Real Living Wage, therefore, we would encourage applications which pay staff at the current Real Living Wage of £12.60 per hour as a minimum – What is it? | Living Wage Foundation

What cannot be funded?

• National organisations that cannot demonstrate local governance and control of local finances.
• Private Businesses or Companies Limited by Shares
• Organisations with fewer than three unrelated Trustees/Directors/Management Committee members
• Commercial ventures
• Purchase/maintenance of vehicles, or vehicle insurance.
• Activities that will have already taken place before we offer you a grant.
• Politically connected or exclusively religious activities
• Projects for personal profit
• Organisations that are set up for the benefit of animals or plants: environmental group that work with animals or the environment (such as city farms) are acceptable.
• Groups comprising just one family.
• Debts and other liabilities
• Reclaimable VAT
• Travel outside UK
• Gifts or projects exclusively for the purpose of entertaining – social events can be funded where there is a clear community benefit.

Documents which need to be included with your application:

  1. A copy of your governing document.
  2. A copy of your latest annual accounts or income/expenditure document.
  3. A copy of a recent bank statement for your group. If you do not have a bank account in place, you must be able to nominate another organisation to hold the funds (CVS, another local charity, church etc.).
  4. A list of your Trustees/Directors/Management Committee members. A minimum of three un-related must be in place.
  5. A copy of your current Safeguarding Policy. All applicants must ensure that they hold relevant policies and procedures in place to undertake activities, such as Criminal Records Bureau checks and/or a health and safety policy, depending on proposed activity. If unsure, we recommend taking advice from your local CVS.

If you have applied to us within the last 12 months and provided this information, we do not need you to send it again, although we may require a more recent bank statement.
