About the fund

This funding programme is a partnership between Preston City Council and Community Foundation for Lancashire. The fund’s aim is to engage with community groups and the voluntary sector to support people where they are at risk of requiring future care needs.

The objective is to complement existing Adult Social Care Services, to offer prevention and support interventions which enable people’s independence and address the needs of those who, if they do not receive support, may contact or be referred to Adult Social Services.

This is a test and learn programme to identify which interventions have the greatest impact and to identify gaps in current services.

Fund Priorities

Applications should demonstrate how the project will offer prevention and early intervention to enable adults with care needs to be independent for longer, and help address one of the following reasons for why people are contacting Adult Social Care Services:

Social Isolation

Decluttering and de-hoarding

Special Criteria

  1. Projects should be no more than 12 months in length
  2. The project budget can include up to 15% of core costs and back-office operational costs to support and deliver the project e.g. admin / monitoring / evaluation / utilities.
  3. All successful grantees will be required to receive referrals from Adult Social Care Services and other services such as from Social Prescribers. Grantees will be asked to work in partnership with other grantees after the awards have been made.

Applications are encouraged which target at least one of the Preston wards with the highest number of calls to Adult Social Services:

  • St Matthew’s
  • Ingol & Cottam
  • Sharoe Green

Who Can Apply

  • Registered Charities
  • Community Interest Companies which are Companies Limited by Guarantee
  • Registered Societies
  • Constitution-based voluntary groups.
  • Applicants must have been established for at least 12 months at the point they apply.
  • Applicants must be based in the Preston City Council district area.

Applications demonstrating partnership working to achieve the objective of the fund are welcomed.

The fund will also consider test and learn delivery.

Examples of Eligible Grant Items

This list is non-exhaustive:

Befriending activities, including inter-generational projects

Community Gardening

Activity Sessions  – Coffee Mornings, Arts & Crafts

Community ‘handholding’ support such as helping people to learn how to order shopping or medication online, learn how they can arrange for large items of furniture to be collected by the council, or signposting to services that can help with decluttering.

Digital inclusion delivery such as supporting older people to be connected online

Low level mental health intervention which helps address underlying reasons why someone may be hoarding

Amount available

Grants of up to £4,400 are available.

The available budget is £22,000 and at least 5 grants will be awarded. The fund reserves the right to reduce the grant award.

Additional Information

Community Foundation for Lancashire supports the Real Living Wage, therefore, we would encourage applications which pay staff at the current Real Living Wage of £12.60 per hour as a minimum – What is it? | Living Wage Foundation

What cannot be funded?

  • Statutory organisations or work that is their responsibility.
  • National organizations that cannot demonstrate local governance and control of local finances.
  • Private Businesses or Companies Limited by Shares
  • Organisations with fewer than three unrelated Trustees/Directors/Management Committee members
  • Annual salary costs (however, sessional based costs can be considered)
  • Commercial ventures
  • Purchase/maintenance of vehicles, or vehicle insurance.
  • Activities that will have already taken place before we offer you a grant.
  • Politically connected or exclusively religious activities
  • Projects for personal profit
  • Trophies and medals
  • CCTV/Security measures
  • Organisations that are set up for the benefit of animals or plants: environmental group that work with animals or the environment (such as city farms) are acceptable.
  • Groups comprising just one family.
  • Debts and other liabilities
  • Reclaimable VAT
  • Travel outside UK
  • Gifts or projects exclusively for the purpose of entertaining – social events can be funded where there is a clear community benefit.

Documents which need to be included with your application:

  1. A copy of your governing document.
  2. A copy of your latest annual accounts or income/expenditure document.
  3. A copy of a recent bank statement for your group. If you do not have a bank account in place, you must be able to nominate another organisation to hold the funds (CVS, another local charity, church etc.).
  4. A list of your Trustees/Directors/Management Committee members. A minimum of three un-related must be in place.
  5. A copy of your current Safeguarding Policy. All applicants must ensure that they hold relevant policies and procedures in place to undertake activities, such as Criminal Records Bureau checks and/or a health and safety policy, depending on proposed activity. If unsure, we recommend taking advice from your local CVS.

If you have applied to us within the last 12 months and provided this information, we do not need you to send it again, although we may require a more recent bank statement.

Completed applications are considered by Community Foundation staff to check eligibility. You may be contacted for more information after applying and a decision-making panel will make recommendations based on the fund’s criteria and the budget available.
