A Roadmap for Place Based Giving
We welcome the publication of Our Place to Give, the government’s new roadmap for growing place‑based philanthropy. The plan sends a timely signal that local communities must be at the heart of charitable investment.

The roadmap’s emphasis on long‑term, place‑based funding, stronger collaboration between public, private and charitable sectors, and greater support for local giving infrastructure closely aligns with our mission. We believe that funding rooted in local knowledge leads to more effective solutions and lasting outcomes for communities.
Philanthropists who work with us and choose to invest locally through a place‑based approach are not only responding to immediate need, but helping to build stronger, more resilient communities for the future.
“With levels of giving declining in the UK, this strategy is a much needed step towards reviving giving up and down the country. Encouraging those who can afford it to give more to the places that need it most is vital for building more resilient charities and communities”
Mark Greer, Managing Director, The Charities Aid Foundation
This focus is especially important us in Merseyside, a place that continues to experience widespread deprivation, alongside strong community identity, in comparison to the rest of the UK. Across the city region, grassroots charities and voluntary organisations are responding every day to complex challenges.
We hope this national commitment creates a genuine opportunity to unlock new philanthropic investment and direct it where it can have the greatest impact. As a Community Foundation, we’re ready to work with donors, partners and policymakers to ensure Merseyside benefits from this renewed focus on place.
“By recognising the role of community foundations in catalysing place‑based giving, the roadmap strengthens the connections between donors, communities and local organisations, enabling change on the ground.”
